Actually, if u wanna use an eyeliner on your lower lid, u should not use a liquid eyeliner cos it doesnt look natural. Use a charcoal eyeliner and just apply it 1/3 from the outer tip inwards.
Moreover, our eyes produces tears and by using liquid eyeliner, it will smurge easily.

sure. but i never use eyeliner on my bottom lashes. it doesn't look as natural
